"eyewitness news at 4:00" starts now. journey through history. hundreds line a 70-while route as senator ted kennedy's body makes one last trip. hi, everyone. sally and kai are off tonight. here is what people are talking about tonight. morning the loss, the people of massachusetts are coming out to pay tribute in full force to senator ted kennedy. in fact, as we speak, let's look right now, a memorial procession is making its way to the library. this follows a private family mass that was held in hyannis port earlier today.

thousands lined the street to say goodbye. they went past significant compounds in his life. thousands more have flock said here to the library, where the senator's body will lie in repose. these people were in fifth grade. they learned that ted kennedy passed away. >> it's a time of memory. means a lot to us, the kennedy family, and all that they've contributed to us and our country. >> more than 50 of kennedy's colleagues plan to be here. all of the living presidents are expected to attend the service. and president obama will speak. earlier, the kennedy family gathered for a private mass at the hyannis port compound. kennedy's wife, children, along

with scores of nieces, nephews, and grandchildren, watched as has casket was placed in the hearst. they knew him as "uncle teddy," but his aspirations also touched young people who never met him. >> if we know there is something good, we should do it. >> reporter: the next days will be filled with tribute. then the last kennedy brother will be laid to rest at arlington national cemetery. karen brown, cbs news, boston. >> and stay with us for complete coverage of the passing of senator ted kennedy. for more reaction, log onto wjz.com. the day's other big story is tropical storm danny. right now, that storm is gaining strength in the atlantic. and it is churning towards the east coast. we're keeping a very close eye on it for you. marty bass is watching the storm's potential impact here in maryland. let's begin with meteorologist tim williams. >> reporter: this storm is definitely gaining some strength, as of the last

update. and we are expecting another at 5:00. let's take a look at the enhanced satellite. this is a look at a photo and a picture that gives you an idea of all of the storms centered around danny. that is the key here. they are not centered around danny. the real storm is off to the left as you see. the storm is having a hard time, getting its act together. should they generate around the storm, you'll see it intensify. and we do expect it to turn into potentially a category 1 storm. stop here for a second. this is the cone of possibility here. this storm is moving up to the east coast, along the eastern sea board, potentially paralleling cape hatteras. and then maryland, not turning into a category 1. this is going to be playing out saturday into sunday as it moves on by us. the storm, however, is going to start to throw some moisture our way. what that means for us is that part of a whole, big complex system of storms move through,

danny is only one part as marty will explain. it's only a third of a system that bring a lot of rain our way. another portion coming from the south and another portion from the west. as we start to look at all of this, we will see a lot of rain. we will see some winds. danny is just a small part of a larger picture. for more on how that picture impacts us, we send it over to marty bass. >> thanks, and good evening, everyone. a hurricane, warm front, cold front, all going under the umbrella of the name danny. but let's go ahead and focus on what is going to be a are very -- a very powerful northeaster past -- passing in the winter. that's what we're looking at before danny becomes a category 1 hurricane. we may see a small storm surge. but coastal flooding is absolutely a possibility. and while we're speaking of the coast, we really need to take a look at some real problematic situations, all the way from

the mouth of the chesapeake day, if you will, all the way up through new england. the biggest problem with rip tides and with surge is going to be right exactly where we think now danny is going to become that category 1 hurricane. but we are indeed in the moderate impact range. area of low pressure off shore, northeasterly winds. remember, we're talking nor'easter here. and we're going to see some problems here. least impact is going to be south flew the carolinas. we're talking about high surfand rip currents through saturday night. don't diminish the importance of that story. we're going to follow danny. we're going to follow the weekend rains. going to follow all of the weather that's going to affect maryland here in the mixture couple of days. we'll do it on air and online. >> as we mentioned, the next update for danny will be coming in at 5:00. and of course, we'll have it as soon as it is available. >> stay with wjz, and first warning weather all week long for complete coverage of

tropical storm danny. for instant updates and the storm's track, just log onto wjz.com at any time. well, the fallout continues after the state board of public works approves the budget cuts. in fact, more than 200 state employees will now get pink slips and the rest will be given unpaid furlough days. political reporter pat warren explains why more jobs could be in jeopardy. >> reporter: baltimore workers face layoffs. and city residents could see cutbacks in services. >> reporter: mayor dixon is not pulling any punches when it comes to balancing the city's budget. >> we're going to see layoffs of employees. we'll probably have furlough days. it's going to mean cutting back. because we also have our deficits. because the state doesn't generate revenues, the city isn't generating it either. >> reporter: money flies out the window as the state pulls back, the city is losing $35 million in state aid.

revenues are down 25 million. making baltimore's budget $60 million short. >> we're going to have to really stretch the dollar. and really make some major decisions. >> reporter: that's just some of the fallout from yesterday's $454 million state budget reductions. 205 state employees lost their job. and $211 million was cut from local government. >> acknowledging the fact that these are absolutely going to impact and put a greater stress and challenge on our ability to protect our core priorities and deliver core essential services of healthcare, public safety, and public education, we nonetheless have to use this time to strengthen the very connections that allow us to protect those priorities for maryland families in tough times. >> reporter: this was the 6th round of board of public works budget cuts and up until yesterday, local governments had been spared. reporting from city hall, i'm pat warren. back to you on tv hill. >> we'll stay with you for complete coverage of the budget cuts. far i -- for a closer look, log

onto wjz.com. immediate in -- maryland delegate john cardin has reimbursed the city $300 for using an elaborate proposal. delegate cardin used a city police helicopter. the city says the $300 to repair was based on the cost of helicopter fuel and the cost of the employees. a woman found shot to death in east baltimore this morning. let's go to mary bubala, live with this. >> reporter: the victim is identified as 37-year-old corrections officer, erica yolanda carr, she was found at kenhill avenue, behind the wheel of her suv. she was shot in the head and chest. she was taken to johns hopkins hospital, where she was pronounced dead. the officer worked at the detention center on eager street.

police have no motives and no suspects at this time. >> anyone with information is asked to call baltimore city police. a trial date has now been set for a glen arm woman in the murder of her estranged husband. 51-year-old mary coons remains behind bars. she is charged with shooting 67- year-old ronald coons several times. police found the 66-year-old clinging to life. he died a short time later. the trial for mary coons is now set for september 14th. let's check on the roads with sharon gibala at traffic control. >> reporter: so far, we're not doing too bad on area roadways. a few accidents to worry b. but nothing too serious. and another in the city on st. paul street at east fayette. another in reisterstown road at cherry valley road. if you're traveling in bel air, watch for a traffic light out

a bizarre story out of arkansas. dad is in trouble with the law, accused of nearly drowning his daughter while baptizing her at home. police say the child was held under water, until she passed out. the dad says he was only doing

what god told him to do, but the child's mother was horrified and described what happened. >> i just can't imagine, that your tad, holding you down underwater is supposed to protect you. and i just can't imagine the way that felt. >> the father has been charged with endangering a child, kidnapping and battery. he's currently out on bond. the death of massachusetts senator ted kennedy has brought about a new spotlight on the nationwide healthcare reform. healthcare was one of the issues the late senator was most pash not about. for four decades, senator ted kennedy fought for healthcare. in 1970, he wrote the first universal healthcare bill. and later, he would refer to universal healthcare as the cause of my life.

pushing and cavol joeling -- cajoling and persuading. >> now that he's gone, senator kennedy's healthcare allies say they plan to work even harder to get a bill passed. >> i'm dedicated to it. in his memory. and i will do everything i can in the united states senate. >> reporter: nancy cortes, cbs news, capitol hill. >> the senate is going to take up the reform bill in two weeks. senator robert byrd is now asking that the legislation be rename in honor of senator kennedy. after starting out pretty slow, stocks have ended on a high note today. demand for an auction of seven- year treasury notes. dow up a little bit, around 37 points. the s&p closing up 2 points and the nasdaq about flat, also up about 3 points, closing at 2028. let's go to new york right now. alison harmelin has tonight's cbs money watch update. some encouraging news that

the economy is finally perking up. analysts say the economy shrank by just 1% this spring. a better-than-expected showing. and some say more proof that the recession is coming to an end. and buckle your seat belt. boeing's next generation aircraft, the dream liner is slated for takeoff next year. after a billion dollars in delays, boeing says the plane will soon be ready for its first test flight. it is built for maximum fuel efficiency. checking the housing market. tollbrothers, said it lost more than $472 million in the third quarter. mostly due to a massive tax hit. still, the company says things are looking up in many home markets. nationally, new home sales have been on the rise, for 4 months in a row. and talk about a technical error. about 1700 prison inmates got a $250 stimulus check by the federal government by mistake. checks went out to the inmates

when government records didn't accurately show that the recipients were behind bars. prison administrators returned most of those checks. bad news for guinness, the famed irish beer maker. they celebrated its 250th anniversary. malaysian officials say it's against the law. no word on how the ban on muslims attending the concert will be enforced. for more money headlines, check cbs money watch .com. facebook says they're going to give users more control over what information they share on the website. facebook says they will be able to have more control with third party applications. currently, they must share a lot of information with outside applications. the changes come after canadian officials accuse facebook of sharing too much of your

we're keeping an eye on tropical storm danny. tim, as we're looking at the radar pictures, i don't see an eye to this storm. is this organized yet? >> that is really the key. it is struggling to just stay alive. but we expect it to intensify. i want to show you our enhanced satellite. this is infrared pictures of the storm. what you see here is basically the activity around the storm. and i say "around the storm ," i use the term loosely. because the center of the storm is off to the west of this storm. it's spinning here.

you see movement there. all of the storms are off to the east. which is good for us. as the storm starts to make its way to the north and northeast, if they go to the east, they don't affect us quite as much. but let's talk about how this storm is going to affect us in the next few days. sustained winds. storm is going to be moving on through. stopping it right here. because it is not expected to turn into potentially a minimal category 1 storm. 74 miles per hour plus, until it starts to pass the -- the shores of ocean city, the east coast. but the shores of maryland and the mid-atlantic. so it starts to very quickly accelerate up into the canadian maritime. and we're going to continue tomorrow into this. again, the next update comes in just about the next 20 minutes or so. 69, the dew point. relative humidity at 60%. pretty delightful day out there. east wind at 6 miles per hour. and the barometer reading going up. 76 in oakland. the range stays pretty much in the mid- to upper 80s area

wide. 87 in d.c., hagerstown and over toward ocean city. and what we're watching, the winds are going to play into how these rains from danny affect us. but there are portions of the forecast that are going to affect us equally. 6-mile-per-hour winds coming in from the bay. bringing us a little cloud cover with the moisture off the waters there. this is what we're dealing with. these are all of the components here. danny, you see the corner of the western most edge of the storm down here in the corner of your screen. this is a front to our north. this is all going to be moving in our direction. this is moisture down along the florida panhandle, moving into our direction. one, two, three. they all converge on us. and that's what we've going to be see -- we're going to be seeing. a combination of rain. and this is going to be fed by the front and the storms coming in from the south. a lot of moisture, tropical moisture in nature. temperatures are going to be in the 80-degree range. and we're going to see all of this coming in by tomorrow evening and into saturday. it starts to roll out of here.

that front rolls out. that is up into canada. and we are going to start to see some improvement into saturday. but saturday, just kind of a rough day to plan anything outside. your sunset today at 7:44. and surprisingly, no advisories in effect for the bay. high tide at 1:51 in the morning. and we're talking about a very, very slight storm surge. and the winds are going to kick all of that out of the bay. so storm surge is really not a factor with this storm. 68 tonight. occasional rain and drizzle. and for ocean city, this is what it looks like, a lot of folks stretching out those last weekends down at the beach. 81 tomorrow. 80 on saturday. with showers and thunderstorms off and on throughout the day. rip currents and hot surf. tough time to be in the water. >> bad time to be building sand castles out there. >> all right, tim. thanks so much. don't miss the cbs primetime lineup tonight at 10:00. it's the hit episode of the

i'm vic carter. denise is off today. here's what people are talking about. heartstopping. the family of a young girl kidnapped in 1991 get a call from police that 18 years later, she's alive. dave lopez reports for wjz, on this incredible story, unfolding in orange county, california. >> i used with my car keys -- >> reporter: but he saw it all happen, right before his eyes. carl probin, stepfather to then 11-year-old stacy dugan. kidnapped. he may not dwell on it every day. but he knows every expoliceit -- explicit detail of what he saw. >> i immediately jumped on my mountain bike to try to get to her. but then it was like my energy was zapped. >> you couldn't get the license? couldn't see it? >> no. >> could you still see that person in your head today? >> you know, i never saw the person.

as soon as i saw the person, i knew what was going on. she was wearing pink that day. as soon as i saw the door open, it flew open. >> reporter: remember, he's giving us details of june 10, 1991. and you know what happened after that? >> i was a suspect. i was a stepdad. i have to be honest. they looked at me, which was only right. >> it must have been brutal, though. >> it was. it was. what are you going to do? >> reporter: he went through hours of intense questioning, lie detector tests. and he said no question that this disappearance of j.c. led to the breakup of that marriage. certainly, he said, i thought j.c. was dead. now comes the shocking news, she is very much alive. >> she walked into antioch, into the police station. >> and said what? i've been kidnapped 19 years ago, here i am? >> i think so. >> just like that? >> i think so. basically, she told my wife -- my wife told me she has full memory of everything. >> i guess you're really anxious to talk to her? >> to tell you the truth, i'm

more anxious to find out what happened. >> reporter: a registered sex offender and his wife have reportedly been taken into custody in connection with the abduction. adam may is live in the newsroom to explain the latest development negligence the murder of jasmine fiore. >> her mercedes was found in an empty parking lot. police are hoping that will provide dna evidence as to where she was killed. police had to use fiore's breast implants to identify her because her fingers and teeth were missing. in fact, police believe her ex- husband, ryan jenkins is responsible. he was found dead in a motel room. police believe he killed himself. an alarming new study points out the danger of a medical imaging test. the research applies to several procedures, including x-rays

and ct scans. as manuel gallegus reports for wjz, in tonight's healthwatch report, they may do you more harm than good. >> reporter: john wilks needs a cat scan to help doctors correct a heart problem. >> i can't get my heart fixed without having a cat scan. >> reporter: from scans to x- rays, doctors rely on imaging. but each procedure exposes patients to ionizing radiation. and new research finds that people are being exposed to moderate to high doses. the study looks at the claims of nearly 1 million adults. at least 70% had at least one procedure. >> about a fifth were exposed to moderate radiation. >> reporter: a small number of patients were exposed to high levels. and multiple procedures could be a problem over time. >> the radiation may increase their chance of having cancer in the future. but we are not sure about that. >> reporter: the study may be a wake-up call to doctors. >> i think we have to be aware

of the radiation. we don't have to use it freely. >> reporter: but john wilkes knows his test is vital. >> if there is a risk involved, i am willing to take t. >> reporter: because it's the first step in fixing his heart. >> researchers say the super x- rays do check for heart problems accounted for nearly a quarter of the radiation people received in the study. freak accident claims the life of a high school senior in texas. the teenage girl identified as leslie dennison was running with her high school track team when the awning fell off of a building and killed her. police are investigating the cause of the collapse. they have already determined the old building was not up to code. the dog belonging to the aspca is now dead after it was left in a hot car. it wasn't animal abuse but just a terrible mistake.

>> it was a tragic, but honest error. >> reporter: an error that haunts richmond spca robinson are star and -- robin star and her family. she was terrified when she learned the dog was in the back seat. and horrified when her husband told her he put the dog there. >> this experience has been terribly painful and very traumatic one for our family. >> reporter: spca officials say it's a personal tragedy and they stand by starr, as do other supporters. >> this tragedy does not change the tremendous accomplishments and applications robin has made to animal welfare in this community. and it will not negatively impact her ability to continue to bring immense positive change to animal welfare in this community. >> i just other people aren't

too judgmental. because the fact that she is such an important person. >> reporter: but one volunteer from the animal group arff says that she is asking the as -- the spca to push her to resign. however, the officials say they are not commentock the case. star says that her hope is that some other pet owners will learn from this tragic mistake. >> any time you put a dog in the car, it's just obvious that you have to be vigilant. and you have to let others know. it might make others a little more alert and a little more concerned. and we just hope that it will keep other families from suffering the same kind of grief that we are experiencing right now. >> animal control is currently looking to see if there is evidence that starr or her husband intentionally neglected their dog. but so far, there is no plan to file criminal charges. an animal rights battle is battling where peta is fighting with kentucky fried chicken.

kfc is offering to fix potholes in exchange for getting their logo on the street. but peta is paying twice as much money and wants to stencil an anti-kfc logo. they said they will consider taking peta's money, but the current image is not acceptable. scientists in canada found traces of the toxins after they tested bottles as being sold bpa-free. the market has been flooded with bpa-free alternatives, after parents and researchers found some health concerns. canada has banned the chemical, while several lawmakers in the u.s. are, woing to -- working to eliminate it from plastic products. >> manufacturers to market the bpa-free bottles, argue that the canadian research is

inaccurate. tropical storm is gaining strength in the atlantic. tropical storm danny is turning toward the east coast. taking a similar path as hurricane bill. and will likely arrive sometime this weekend. we begin with meteorologist tim williams. he has been closely tracking this storm all day. tim? >> reporter: you know, vic, we be have been watching this storm over the last time. and you are hard-pressed to find an actual center of this storm. want to show you this enhanced satellite this. is infrared imagery of this storm. and what you're not seeing there is a conventional eye that you would typically see with a tropical storm or hurricane. this has storms all over the place. and what we're watching, the actual center is off to the left of all of the activity. you see all of the colors. it is not really distinguishable at this point. we are expecting, however, for this storm to get together. as you'll notice, this cone takes it just past the maryland bay. the bay mouth, if you will, and starts to move it on by, not turning it into a category 1

storm, until it passes the chesapeake. it's going to start moving up toward the canadian maritime. we expect to see the impact of this storm, saturday into sunday. but again, we start to see the rain from a variety of different storms that we'll talk about in a little bit. coming up in a little bit on our forecast in a few moments. now, over for more of the impact with this storm, we send it over to marty bass. >> thank you, tim. good evening, everyone. it's going to be a very, very kind of drawnout weather scenario over the weekend. it's kind of a three-headed monster. always going to be under the umbrella of danny, as well it should be when you have tropical weather of this sort moving toward your neighborhood. tomorrow, here's how it's going to begin. we're going to have some rain. maybe a small storm surge. danny now is beginning to follow that path that bill took. and kind of pressing itself offshore. but close enough we could see some coastal flooding overnight. including problems with high surf. and rip tides.

right now, with sharon gibala. wjz traffic control. so far, we're still not looking so bad on area roadways. just a few accidents, one coming in to us in parkville. that one on perring parkway. watch for a wreck on owings mills. one other on westminster, on hook road at crest lane. watch for a traffic light. meantime, downtown, we still have that gas main break, blocking fayette street between park avenue and utah. utah is also closed between baltimore and saratoga. there's a look at your trive times and -- drive times and your delays on the top side of the beltway. on the top and west side, you're looking at similar slowdown there, both with 36 miles an hour, as your average speed. there's a live look at the top side. you're looking at inner loop delay. and it will slow down again on the inner loop between york and harford road. better to get about eight minutes. on the outer loop, there's a second delay of 10 minutes with an average speed of 24 miles an hour. there's a look at the west side.

there's drama on the high seas, as marines from the european union foiled pirates from a ship. they were called in to help an

italian freighter that was nearly captured by pirates. the suspects were spotted throwing unidentified objects overboard. after several hours of questioning, they were released. grainy video shows pirates aboard a hijacked ship, spying on a navy chopper that was on a routine surveillance flight. no one was captured. surveillance video shows the final struggle before the murder of a florida couple who adopted special needs children. mary but but bubala is following this live. >> burt billings and his wife melanie were killed during a robbery at their home back in july. the video shows the husband grappling with armed men. and as his wife stood nearby with a child, the couple was later found shot to death in their bedroom. six men and a 16-year-old were arrested and have pleaded not guilty to first-degree murder. vic, back to you. >> the robbers stole a safe that contained very little

okay. with tropical storm danny coming in, the question you have to ask yourself, do you want to be on this cruise ship this weekend? >> you know, timing is everything. and i'd be thinking twice about that one myself. if you're looking to see if they had a helicopter pad to lift you off of that thing. but definitely, there's going to be some rough surf out there. some seas are going to be a little dicey at times. danny is definitely moving in our direction. i want to show you what's happening around in our area. first warning doppler radar. to give you an idea of what is happening. we have some showers just starting to pop up.

not many. some of them down in virginia and the panhandle. these togethers are just around frederick, around walkersville. and these are starting to pop up a little bit. south of thermt. and -- thurmont. and that is what we'll be dealing with in the afternoon. just light showers and pop-up showers, as we start to head into the afternoon. as for the rest of us, well, we are going to see just dryer conditions area wide. still pretty warm. humidity levels are still pretty high right now. and the temperatures coming down from a daytime high primarily in the mid- to upper 80s. so that's what we're dealing with. let's talk about danny. danny is the big story everyone is talking about. this storm is still trying to organize itself. we do have the latest update from the national hurricane center. a little early, we get them quickly and put them on as soon as we have them. we have a center of circulation to the west of this storm. but all of the activity, this is the connection -- convection. all of the thunderstorms, when we start to see that happen, we'll start to see intenseification of this storm. right now, as of 5:00. tropical storm danny, still a tropical storm.

sustained winds at 52 miles per hour. gusts up to 63, with a movement to the west at 2 miles per hour. that could very easily change, if this storm does not start to move a little quicker. how quickly it gets to our region. i want to show you this. as of the 11:00 update, had danny changing to a category 1 storm as it passed by the maryland shores. if you noticed, it never changed. this storm is having a tough time really getting organized. remaining a tropical storm as of the latest thinking in the later reconnaissance from the national hurricane hunters aircraft. this storm is really not expected to intensify much over the next few days. it will accelerate past our coast line and up into the canadian maritime. in the meantime, you see this cone of probability, still out to the east of the shore, the eastern shore of the u.s. and maryland, that keeps it away. and that keeps the affect at a minimal, as the storm moves on by. with that said, let's talk about what we have going on right now. 85 degrees now at bwi marshall. 69, the dew point.

humidity at 58%. with an east wind at 6 miles per hour. barometer now at 30.03 and rising. 90 in the nation's capitol. and we have 86 down on the shore, where it's still pretty nice. the winds coming from the east, adding to our cloud cover. depending where you are, or how far inland you are, the bay bringing in some of that moisture across the metro area. and ocean city, seeing a few clouds with that 8-mile-per- hour wind. this is what we're dealing with. a front to the north is going to sag down low enough to bring us showers. we have danny out in the atlantic. and tropical moisture moving across the florida panhandle. they all converge on our area. the one, two, three, punch really. going to bring us a lot of rain. some areas could see 1 to 2 inches as they all kind of converge. danny is really only one component of what is a larger picture into the weekend. the front binges usa -- brings us a chance of rain. and we'll see that play out tomorrow into saturday. and then we'll start to see some improvement moving into sunday.
